FHI 360 has an immediate opening for a Purchasing Associate III within Global Procurement Services team who will have the opportunity to work on exciting projects focused on improving lives globally. The Purchasing Associate III will be responsible for providing procurement support and contract administration in support of our dynamic projects across the globe. This role will lead procurement efforts for both domestic and international commercial goods, services, to include agreements for consultants.

Accountabilities:
-Procure equipment, materials, services, and supplies vital for the operation of the organization.
-Experience in Sourcing, Contract review, ordering information technology equipment, SaaS and and/or the administration of Independent Contractor/Consultant agreements .
-Efficiently advise and communicate the FHI 360 Procurement Policies and Procedures to staff.
-Compares prices, reviews, and understands specifications, and delivery dates to figure out the best bid among suppliers
-Prepares, maintains, and reviews purchasing files for the department.
-Receives, examines, and processes requisitions and other documents related to the purchase of supplies, materials, services, and equipment for the company.
-Reviews requisition orders to verify accuracy, terminology, and specifications.
-Analyzes quotations, compares costs received, selects, or recommends suppliers, and schedules deliveries.
-Prepares purchase orders and follows up to expedite delivery and shipment.
-Contacts suppliers to schedule or expedite deliveries, and resolve shortages, missed or late deliveries to ensure contract terms and company needs are met.
-Assists with developing and revising procurement operating procedures and policies and key forms and templates used.
-Interacts with internal and external customers to ensure purchasing activities within functional areas are met and follow US government regulations and company procedures.
-Conduct in-person and remote training on an as-needed basis for staff regarding procurement policies and procedures.
-Verify that all procurements are approved and completed in accordance with applicable client requirements and FHI 360 Procurement Policies and Procedures.
-Assist and provide oversight to sourcing in support of company activities on an as-needed basis.
-Negotiate and execute all types of procurement agreements including purchase orders, consulting agreements, master services agreements and third-party agreements.
-Interpret and apply the relevant Federal Acquisition Regulations (FAR) and applicable Code of Federal -Regulations (CFR’s) to relevant procurements and knowledge of other non-US funding sources.
-Perform Supplier monitoring activities.
-Support cross-functional business improvement initiatives
Applied Skills and Abilities:
-Demonstrated understanding of U.S. Government regulations to ensure compliance with relevant procurements
-Experience working with United States Agency for International Development (USAID) funded projects is highly preferred.
-Solid understanding of the procurement sourcing process and management of consultants.
-Ability to understand USG prime contract contents to ensure lower-tier procurements comply.
-Excellent written and spoken communication skills in English, including the ability to communicate effectively in a multi-cultural environment and diplomatically manage collaborative relationships.
-Proficient interpersonal, oral, and written communication skills.
-Perform duties that require attention to detail and accuracy, to prioritize workload and follow tasks through to completion.
-Ability to multi-task and work independently and maintain effective working relationships with co-workers, supervisors, project staff and suppliers.
-Ability to identify risks and ensure FHI 360 interests are appropriately protected.
Education:
-Bachelor’s degree or international equivalent in Business Administration, Supply Chain or Related Field.
-Certification in Supply Chain Management a plus.
Experience Required:
-Requires 5+ years of procurement-related experience. Working within an international development or non-governmental organization is a plus.
-Experience reading and understanding statement of works, equipment specifications, soliciting for good, services and consultants.
-Shown success in handling and leading procurement sourcing efforts.
-Metrics-oriented, analytical thinker who can analyze, interpret, present and act upon data.
-Proven sense of urgency and solution orientation in meeting tight procurement deadlines.
-Articulate professionally and must be able to communicate in a clear, concise, and positive manner with suppliers and FHI 360 staff.
-High level of proficiency in Microsoft Office Suite (Word, Outlook, PowerPoint, Excel), SharePoint, and DocuSign
-Must be able to read, write and speak proficient English; second languages are a plus
-Prior experience in a non-governmental organization (NGO) strongly preferred.
-Working experience with Costpoint Deltek Financial Systems a plus

Pay Equity and Benefits:
The expected hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
Hiring Salary Range: $80,000 – $100,000
